I wonder if Takayuki Sano (佐野敬之) was a freelancer? He's credited as the game designer on several Gingham Soft titles (Tecmo World Cup, Hyper Securities 1 & 2), but also shows up on a bunch of Right Stuff games (Flash Hiders, Battle Tycoon, Revery) during the same period (paired with artist Chickenhead, so it's definitely the same guy).
