Hillsfar
The manual has a "Designer's Note" (デザイナーズ・ノート) and shows a picture of a guy that says "Ponyca Production Department • Dr. Kanno" (ポニカ制作部・神野博士). On the last page, there's a developer listed next to the TSR logo that says "Shinwa Co., Ltd." (株式会社 新和). Perhaps Shinwa is the name of the developer?
