Someone from Crosstalk has confirmed the company's involvement. A former Taito staffer thought the first Bakushou!! Jinsei Gekijou was planned and developed by outside company "C (Pachio-kun series)," but they didn't know the details because the game was made before they joined the company. Graphics look like they were done by Coconuts Japan's designer(s).
