Not much is known about Hertz (ヘルツ) as a company, but it is probably best known for the MSX2 game Psycho World, which was later ported by Sanritsu/SIMS to the Sega Master System and Sega Game Gear (as Psychic World).
Looking at the game list below, it appears Hertz had some sort of deal with Sanritsu/SIMS (the SMS/GG ports of Psycho World were likely part of that).

Someone there also mentioned that Hertz became Fill in Cafe or Hertz subcontracted to Fill in Cafe, depending on how you want to read into the comment.
