It does look like one programmer went on to work at Fill in Cafe and two (presumably freelance) composers who worked on Hertz games went on to do music for a number of Fill in Cafe games. But we see little else connecting the two.

Hertz logo

Not much is known about Hertz (ヘルツ) as a company, but it is probably best known for the MSX2 game Psycho World, which was later ported by Sanritsu/SIMS to the Sega Master System and Sega Game Gear (as Psychic World).

Looking at the game list below, it appears Hertz had some sort of deal with Sanritsu/SIMS (the SMS/GG ports of Psycho World were likely part of that).

Thanks to the person or persons at 2ch who mentioned MD Out Run and Out Run 2019 were by Hertz and pointed out the Hertz logo at the starting point in the former (you can see it for yourself below and to your right). Someone there also said that Hertz became Fill in Cafe or Hertz subcontracted to Fill in Cafe, depending on how you want to read into the comment.
