Looks like the final theory is most likely correct. The address listed for Bear's on Nankai no Hyouteki is identical to the address for Shouei System listed on Sukeban Deka III and all those other Toei releases up through Hokuto no Ken 3. Thank you Toei!

Or maybe not; tracked down Shouei's old website, which claims they were established in 1981 as Shouei Ltd. (有限会社昭栄), changed names to Shouei System in 1982, and started developing Famicom software in 1985. It also mentions they started a sales business at the same time, which may have been Bear's, but there's not a whole lot of info. --Dimitri (talk) 01:55, 12 May 2017 (CEST)
