I think Mitsuru Hirata (Radiant Historia, Tokyo Mirage Sessions ♯FE) must have worked for Aprinet. His name can be found in Lords of the Rising Sun, not to mention "M. Hirata" is credited on Eliminate Down (as I said below). He also tweeted about Utsurun Desu. for Famicom. [https://twitter.com/meme_look/status/1202873974448775168]

An early version of ''F1 Grand Prix'' turns up in [https://youtu.be/dje-I2c5sbE?t=26m44s this video of the 1991 Tokyo Toy Show]. The title screen basically looks the same except the name, but everything else is not in the final game. Unfortunately, there's no gameplay footage. There's a sign with the Aprinet logo on it, and the name "Hirata." "M. Hirata" was a graphic designer on Eliminate Down, but they're not credited on F1 Grand Prix, nor is anyone else from Aprinet, I don't think.
