Hillsfar
The manual has a "Designer's Note" (デザイナーズ・ノート) and shows a picture of a guy that says "Ponyca Production Department • Dr. Kanno" (ポニカ制作部・神野博士). On the last page, there's a developer listed next to the TSR logo that says "Shinwa Co., Ltd." (株式会社 新和). Perhaps Shinwa is the name of the developer?
The bubble of text on the left of Dr. Kanno is "「ヒルズファー」の制作者・神野博士が、ゲームの攻略法をナイショで教えちゃうぞ！" which seems to translate to "Dr. Kanno, creator of "Hillsfar" teaches the game's strategy in a naughty way!"
