Radical Plan Corp. (株式会社ラディカルプラン) was started in February 1991 by Kou Matsuda (松田康) after leaving Zap. [1] The company was based in Kamata, Tokyo.

Evidence suggests this is the company that, as described by Harvest Moon creator Yasuhiro Wada, went under during the development of the original Harvest Moon after taking on too many projects. [2] According to Zap founder Yuichiro Itakura, after Matsuda was forced out as company president, he took the company's cash assets and fled to Fukushima.

After the Radical Plan closed down, several members of the development staff were hired on as part of Victor Interactive Software's development division 2, also known as "Toy Box", where they continued work on the Harvest Moon franchise.
